Found 3 boxes (one in 2019, one in 2020 and one in 2021) but zero ghosts since it was added. Got a box of wonderous secrets a couple of months ago in D.R. region while doing Athena.

It is the "Shrouded Ghost", so having it be .02% in the fog/shroud instead of .01% would make sense. EDIT: Realistically, whose to say this isn't the case without it outright being stated by Rare. The fog is a low random occurance, and there is not real reason to spend much time in the fog.
