I believe it is due to lack of some configuration, but I don't know which one. They give allthemodium nuggets and you can then make an indestructible allthemodiumsight charm to help you find more of it, and make the portal to the mining dimension, where it spawns everywhere, much more than in ocean biomes. So after making the portal pad and going to the mining dimension I immediately made a Mining Gadget with all the upgrades and proceeded down to the deep slate later. I mined the upper portion. I mined the middle. And the lower end toward the Nether section. Mined for at least an hour, but I never found one single Allthemoduim ore. Then go to the mining dimension, use the builder to mine a clearing quarry and tell it to keep going if it's presented with a problem, because allthemodium can't there be mined by the builder, but everything else can! When the quarry hole has finished, just go fly around the hole and all the allthemodium will be visible!!

Regarding the mining dimension, Allthemodium ore is found ONLY in the deep slate layer. Allthemodium ore is Never found outside the deepslate layer inside the mining dimension. Your best bet is to grab a set of pickaxes and a pile of food and vein mine the deep slate.
